November 20, 2024 – The City of Owensboro, in partnership with the Greater Owensboro Economic Development Corporation (GOEDC), is highlighting the Downtown Small Business Subsidy Program, an initiative designed to bring life to vacant downtown spaces and drive economic growth. This program offers financial incentives tailored to attract new businesses and help existing ones expand, creating a lively and thriving downtown community.
Nate Pagan, City Manager, stated, “The City is committed to downtown and economic development. Offering an incentive program to entrepreneurs builds on two strengths of our community.” He added, “Through these efforts, we aim to energize our downtown and inspire further growth, making Owensboro an increasingly vibrant place to live, work, and visit.”
The program provides two major incentives for eligible businesses:
Rental Assistance: Businesses moving to or expanding within the Article 21 Downtown Overlay District can qualify for rent subsidies over three years, helping offset operational costs as they establish themselves:
Year 1: $3 per square foot
Year 2: $2 per square foot
Year 3: $1 per square foot
Businesses must sign a three-year lease to qualify, with the total subsidy capped at $25,000.
Building Improvement Grants: To make properties ready for new tenants and enhance the downtown landscape, this program offers a 50/50 matching grant of up to $25,000 for building and façade improvements.
“Our goal is to help businesses get the support they need to grow and bring new energy downtown,” said Jamie Johnson, Vice President of Workforce Development, Small Business, and Entrepreneurship at GOEDC. “By providing assistance and incentives, we’re helping transform empty buildings into successful spaces that will drive economic growth, create new opportunities, and strengthen the community as a whole.”
Application Process Businesses interested in the program must meet specific criteria, including providing a signed lease, showing proof of at least three months’ rent savings, and submitting a business plan. Building improvement projects require detailed plans and adherence to local codes. Applications will be reviewed by GOEDC and the City Manager, and subsidies are disbursed on a reimbursement basis upon meeting program requirements.
For more information or to apply, please contact the Greater Owensboro Economic Development Corporation at 123 West Fourth Street, Suite 202, Owensboro, KY, or via email at JJohnson@owensboro.com. The application, along with a copy of the Downtown District Overlay map, can be found online at https://edc.owensboro.com/incentives/.
The comprehensive marketing campaign combines economic development and tourism
LEXINGTON, Ky. (Nov. 12, 2024) – In an effort to build on Kentucky’s historic economic momentum and record-breaking tourism success, today Gov. Andy Beshear announced New Kentucky Home, a strategic initiative to further drive economic investment, attract and retain talent and increase tourism across the commonwealth. The Governor was joined by economic development and tourism leaders from across Kentucky at Keeneland in Lexington to unveil the new initiative, which will enhance collaboration between the two industries.
New Kentucky Home is a comprehensive marketing initiative that will serve as a reintroduction of Kentucky to the world, showcasing the state’s vibrant economy, natural beauty, cultural richness and welcoming communities. The initiative combines economic development and tourism efforts, recognizing the crucial role quality of life plays in driving growth across the state. As part of the announcement, the Governor unveiled new graphics, marketing materials, a hashtag and a new website for the Cabinet for Economic Development, NewKentuckyHome.ky.gov.
“Kentucky isn’t just a place; it’s full of communities where people support each other, where businesses thrive and where families create good, full lives. Because here in Kentucky, business is fast, but the pace of life is just right – and that is something a lot of companies and families are looking for when choosing their new home,” said Gov. Beshear. “Now is our time to reintroduce ourselves to the world and invite folks to come and experience our New Kentucky Home, and this initiative will help us showcase Kentucky as a place of incredible promise and potential.”
New Kentucky Home will build on the Team Kentucky brand, offering a messaging strategy that speaks to all 120 Kentucky counties and their unique offerings. The marketing initiative includes a series of new graphics that can be incorporated into a wide variety of efforts at the state and local levels, as well as testimonials from Kentuckians and businesses, digital assets, messaging, graphic guidelines and more. The campaign will extend across social media, digital platforms and domestic and international marketing efforts, ensuring consistency in messaging to businesses, tourists and potential new residents.
Joining the Governor at the announcement was Mary Quinn Ramer, president and CEO of VisitLex, Lexington’s local convention and visitors bureau. Ramer spoke to the importance of collaboration between tourism and economic development and praised the Governor for making this a priority the state level.
“The intersection of tourism and economic development is clear. Today’s traveler could be tomorrow’s talent, and we know that attracting that new talent to Kentucky is key to our future successes as a state,” said Ramer.
Also in attendance was the president and CEO of Greater Owensboro Economic Development Corp, Claude Bacon, who also has a background in the hospitality industry.
“In Owensboro and Daviess County, the collaboration between economic development and tourism has delivered real results for our community and it’s clear we are better, stronger, faster and more successful in accomplishing our goals together,” said Bacon. “Thank you to Gov. Beshear for creating this initiative at the state level. Together, we’ll share the New Kentucky Home initiative so that the world knows what we all love about the commonwealth.”
Representing Eastern Kentucky at the event was Johnson County Judge/Executive Mark McKenzie, who shared, “The New Kentucky Home is an initiative we fully support in Johnson County. There are a few things inherent to Eastern Kentucky, like the scenic natural beauty of the Appalachians, our close-knit communities and genuine mountain hospitality. Our culture and traditions offer a lifestyle surrounded by nature and full of opportunity for tourism and economic development. We have an abundant and talented tech-enabled workforce, infrastructure improvements ongoing, business resources and a community-driven way of life. Johnson County and all of Eastern Kentucky are making economic investments happen, and our vibrant mountain community invites your family or business to call us Your New Kentucky Home.”
Colby Kirk, the president and CEO of One East Kentucky, the leading industrial recruitment and economic development marketing activities for the nine-county Eastern Kentucky region, also provided support of the initiative.
“As a lifelong resident of Martin County, I’ve witnessed many friends and family members leave the area in search of work. However, Eastern Kentucky is evolving, and today it holds new promise. That is why I believe the New Kentucky Home Initiative resonates with us in Eastern Kentucky,” said Kirk. “We are actively transforming our economy with exciting developments in tourism and new opportunities in manufacturing. The potential for remote work has also grown significantly due to enhanced broadband access across the region. My sincere hope is that those who once had to leave will find the mountains calling them back to their New Kentucky Home.”
To increase awareness around the initiative, Gov. Beshear invited Kentuckians to help take part by posting positive photos, videos and testimonials from our New Kentucky Home on social media using #NewKyHome. The Governor announced that those who use #NewKyHome will have a chance to win a two-night stay at a Kentucky State Park. This incentive will take place from December 2024 to April 2025, with the Governor announcing a winner once a month during one of his Team Kentucky Updates.
“All of our economic wins and successes are helping us build a brighter future, and we achieved those wins together,” said the Governor. “It’s important to me that Kentuckians feel a sense of pride when talking about their home, so I want to encourage them to share that with the world. The #NewKyHome is a great way to do that.”
The goal of the New Kentucky Home initiative is to help Team Kentucky build on the best four-year period for economic growth in state history.
Since the beginning of his administration, Gov. Beshear has announced more than 1,000 private-sector new-location and expansion projects totaling over $33 billion in announced investments, creating nearly 56,000 jobs. This is the highest investment figure secured during the tenure of any governor in the commonwealth’s history.
The robust job creation has been accompanied by rising wages across the commonwealth. The average incentivized hourly wage in 2022 and 2023 topped $26 in consecutive years for the first time.
Gov. Beshear has announced some of the largest economic development projects in state history, which have solidified Kentucky as the electric vehicle battery production capital of the United States: Ford Motor Co. and SK On’s transformative $5.8 billion, 5,000-job BlueOval SK Battery Park in Hardin County; AESC’s $2 billion, 2,000-job gigafactory project in Warren County; Toyota’s $1.3 billion investment in Scott County; and INFAC North America’s $53 million investment in Taylor County, among others.
The Governor’s administration also secured the largest General Fund budget surplus and Rainy Day Fund, as well as the most jobs filled in state history. Last year, Kentucky set the record for the longest period with the lowest unemployment rates in state history.
In March, Site Selection magazine ranked Kentucky third nationally and first in the South Central region for economic development projects per capita in its 2023 Governor’s Cup rankings. In April, Site Selection placed Kentucky second in the South Central region and in the top 10 nationally in its 2024 Prosperity Cup ranking, which recognizes state-level economic development agencies for their success in landing capital investment projects.

Project is the 5th largest investment on record this year; $277 million annual regional economic impact anticipated
OWENSBORO, Ky. (Aug. 27, 2024) – Today, Gov. Andy Beshear announced the largest new jobs project of 2024, as Philip Morris International Inc. announced its Swedish Match affiliate will expand its presence in Daviess County creating 450 direct jobs with a $232 million investment.
Today’s announcement is also the 5th largest investment project supported by the state this year.
“I’m excited to see this incredible new investment and the 450 great job opportunities it is creating for families in Owensboro and the surrounding region,” Gov. Beshear said. “Our economy continues to set records, and today’s announcement shows we’re bringing jobs to our people instead of making our people move to the jobs. I want to thank and congratulate company leadership for doubling down here in the commonwealth and look forward to many more years of prosperity.”
The Owensboro facility produces Swedish Match ZYN nicotine pouches, and the expanded production will allow the company to meet growing global demand from legal-age consumers for smoke-free products. Construction on the expanded facility has already begun with completion expected by Q2 2025. The investment also will facilitate the move from a 24-hour, five days-per-week schedule to 24/7 production later this year. New jobs created at the location will include engineers, production staff, technicians and quality control. More information on career opportunities is available here.
“Smoking cigarettes is the most harmful way to consume nicotine. We are accelerating our mission toward a smoke-free future, working with our U.S. affiliates to move adults away from cigarettes and other traditional tobacco products by providing better alternatives,” said Stacey Kennedy, CEO of PMI’s U.S. business. “This investment in U.S. manufacturing capacity will increase the Kentucky plant’s workforce by about 40%, providing good-paying jobs and helping to meet the increasing demand for smoke-free products.”
PMI is headquartered in Stamford, Connecticut, and its U.S. affiliates have more than 2,300 employees. Since 2008, PMI has invested $12.5 billion globally to develop, scientifically substantiate and commercialize innovative smoke-free products for legal-age nicotine consumers. PMI’s U.S. affiliates operate smoke-free product manufacturing facilities including the Swedish Match North America Owensboro, which opened in 1973 and employs around 1,100 people. The company also operates a facility in Wilson, North Carolina, that produces HEETS, the consumable for the IQOS heated tobacco device. Swedish Match North America has a regional office in Richmond, Virginia.
Company leadership noted a projected $277 million annual regional economic impact associated with the project. The estimate is provided from an economic impact analysis study conducted by Econsult Solutions, a Philadelphia-based economics consulting firm.
Daviess County Judge/Executive Charlie Castlen noted the company’s significant growth over the years: “Since Swedish Match’s arrival in our community in 1973, they have been a premier employer where many of our neighbors have been thrilled to make their work home. The quality of our community workforce has been evident by Swedish Match’s repetitive investment in upgrades to their facilities, always coupled with additional employment. With today’s announcement, Swedish Match’s Daviess County employee count will be more than four times what it was in 1973. On behalf of our community, I say thank you and congratulations to Swedish Match on this historic announcement!”
Owensboro Mayor Tom Watson said the project builds on the company’s strong presence in the community: “For the past 50-plus years, Swedish Match has been a great corporate citizen and employer, bringing pride to our community. We are so appreciative they will continue their legacy in Owensboro. This new investment continues to prove why our community is a great place to do business.”
Claude Bacon, president/CEO of Greater Owensboro Economic Development Corp., recognized the company’s decades of success in the community: “Congratulations to Swedish Match on this major expansion in Owensboro and Daviess County. For over 50 years, Swedish Match has been a significant contributor to the economic impact of Greater Owensboro. An expansion of this magnitude creates additional high-quality and high-paying jobs, positively impacting families in our community. Greater Owensboro is in fact greater because of incredible companies like Swedish Match.”
The company’s investment and job creation build on the best four-year period for economic growth in state history.
Since the beginning of his administration, Gov. Beshear has announced more than 1,000 private-sector new-location and expansion projects totaling roughly $32 billion in announced investments, creating nearly 55,000 jobs. This is the highest investment figure secured during the tenure of any governor in the commonwealth’s history.

Andy Beshear highlighted exciting news within the state’s food manufacturing sector as Mizkan America (MA), an industry-leading producer of pasta sauce and vinegar products, announced plans to expand their current facility in Owensboro with a $156 million investment creating 44 new Kentucky jobs.
“Kentucky’s manufacturing sector has always played a key role throughout the commonwealth, and the tremendous growth we are seeing within the industry is critical to our surging economy,” said Gov. The project will see the company expand its Owensboro facilities by approximately 320,000 square feet, bringing its total operational space to over 970,000 square feet. To encourage investment and job growth in the community, the Kentucky Economic Development Finance Authority (KEDFA) on Thursday preliminarily approved a 10-year incentive agreement with the company under the Kentucky Business Investment program. The performance-based agreement can provide up to $950,000 in tax incentives based on the company’s investment of $156 million and annual targets of:
Creation and maintenance of 44 Kentucky-resident, full-time jobs across 10 years; and
Paying an average hourly wage of more than $29 including benefits across those jobs.
Additionally, KEDFA approved Mizkan America for up to $1 million in tax incentives through the Kentucky Enterprise Initiative Act, which allows approved companies to recoup Kentucky sales and use tax on construction costs, building fixtures, equipment used in research and development and electronic processing.
By meeting its annual targets over the agreement term, the company can be eligible to keep a portion of the new tax revenue it generates. The company may claim eligible incentives against its income tax liability and/or wage assessments.
In addition, Mizkan America can receive resources from Kentucky’s workforce service providers. Those include no-cost recruitment and job placement services, reduced-cost customized training and job-training incentives.

Our partnerships with surrounding communities, north and south of the Ohio River, have allowed for capitalization on the strengths of our region. Coal mining and agriculture have played a large role in the history of our County that is a part of the Western Coal Fields region of the state. Agricultural production, another facet of our rich history, includes corn, soybeans, and tobacco. Along with the corn production came the distilling of spirits, chiefly Kentucky bourbon. During the 19th century there were 18 distilleries in Daviess County. The community’s rich history has led us to a diverse existence with food, metal and biotechnology manufacturing, and distribution. Owensboro is full of charm, history and Southern lifestyle. Festivals abound in our area all year offering unique visitor experiences. Bluegrass music and Daviess County barbecue are the centerpieces of our tourism industry.
